简要规则描述：******事务中心印发《关于进一步加强本市镇村级河道疏浚工作的通知》，提出以“河底无淤积”、“疏浚底泥减量化”为工作目标，“十四五”期间内按照按需疏浚的原则，组织实施河床监测、底泥检测、河道疏浚等工作，拟实施2024年镇村级中小河道疏浚工程，全面加强中小河道疏浚工作，确保疏浚工程质量。包件1涉及10个镇共114.7140公里疏浚长度，每100米进行疏浚前、后各一次100%的全覆盖检测。其中高桥镇2.2640公里疏浚河道，金桥镇1.3010公里疏浚河道，张江镇11.80公里疏浚河道，三林镇3.40公里疏浚河道，北蔡镇8.64公里疏浚河道，合庆镇23.1590公里疏浚河道，曹路镇16.85公里疏浚河道，唐镇15.40公里疏浚河道，川沙新镇17.60公里疏浚河道，周浦镇14.30公里疏浚河道。（具体详见第三章采购需求书）

简要规则描述：******事务中心印发《关于进一步加强本市镇村级河道疏浚工作的通知》，提出以“河底无淤积”、“疏浚底泥减量化”为工作目标，“十四五”期间内按照按需疏浚的原则，组织实施河床监测、底泥检测、河道疏浚等工作，拟实施2024年镇村级中小河道疏浚工程，全面加强中小河道疏浚工作，确保疏浚工程质量。包件2涉及7个镇共128.2582公里疏浚长度，每100米进行疏浚前、后各一次100%的全覆盖检测。其中康桥镇5.70公里疏浚河道，航头镇10.0370公里疏浚河道，新场镇26.72公里疏浚河道，宣桥镇24.9570公里疏浚河道，祝桥镇16.0510公里疏浚河道，老港镇13.0232公里疏浚河道，大团镇31.77公里疏浚河道。（具体详见第三章采购需求书）

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）具有水利工程质量检测单位资质等级证书（量测乙级及以上）；
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names); (4) Have the qualification certificate of water conservancy engineering quality inspection unit (measurement grade B and above); (5) Subcontracting is not allowed for this project.
